Board Member Richard Armstrong
Richard is highly regarded as one of the top experts in tribal gaming regulatory law in the country, with over 30 years of experience in federal Indian law and tribal law. He takes a careful, thoughtful approach to ensure the highest standards of integrity and fairness in everything he does. As an NTGCR and IGA Certified Tribal Gaming Commissioner, he currently serves multiple tribes as gaming and regulatory counsel and as a Gaming Commissioner for the Wilton Rancheria. He also serves as an Appellate Court Justice for the Tonto Apache Tribe in Arizona. Richard’s leadership in tribal gaming regulation and compliance is extensive, having previously served as Chairman of the Tribal Gaming Commissions for the Habematolel Pomo of Upper Lake, the Picayune Rancheria of Chukchansi Indians, and the Buena Vista Rancheria of Me-Wuk Indians. Additionally, he has served as an appointed Gaming Commissioner for the Federated Indians of the Graton Rancheria and the Paskenta Band of Nomlaki Indians. Richard is a decorated U.S. Marine Corps Major and Judge Advocate veteran, having served honorably as both an officer and enlisted Marine for over thirty years before retiring in 2018.
